November 8, 1999: Paraguay re-established relations with Cuba. Suspected Cuban Intelligence Officer Jorge Bolanos Suarez, undercover as a senior Ministry of Foreign Affairs (MINREX) official, joined Paraguay’s Foreign Minister in making the announcement. At the time, Paraguay was the only country in the region that lacked official diplomatic ties with Havana.
